May work on 28" bikes. This Nerdy looking Fender Set has a large range of adjustment. The Braces attach to the Fender tabs of your frame and adjust out the top of the fender for desired height. Fenders are Matt Flat Aluminum with stainless hardware and will require assembly. The Flat fender can be manipulated to different radius. I guess this smart looking fender comes with a cost since the fender is flat it may not provide the absolute best protection but should limit the brown stripe up your front and back.  Sorry does not come with instructions but it is quite self explanatory for a intelligent person. I provided a lot of pictures to hopefully help with any questions you may have. I have had these for a while and they are no longer made, Now "NOS" New Old Stock.
